Obituary: Joseph Zasloff, expert in the politics of Southeast Asia who in 1965 advised US leadership on the perils of going to war in Vietnam, died on 17, 2014, near his home in Williamstown, Massachusetts. Two 20th century wars shaped the career of Joseph Zasloff—World War II and Vietnam. He was drafted into the U.S. Army in 1944 at age 19, fought in Pattons army in the Battle of the Bulge, ended his army service in a town where a concentration camp had just been liberated, and received a bronze star with oak leaf cluster for bravery under fire and a purple heart for battle wounds. Twenty years later, as a political scientist in 1964 and 1967, he was head of a RAND Corporation team in Saigon and Vientiane doing motivation and morale studies of the Vietnamese communists and the Pathet Lao, by interviewing prisoners and defectors. The World War II experience opened his eyes to Europe and the nature of an American war of liberation and clear purposes. The Vietnam War showed him the nature of an American war of attrition and its confusing, shifting purposes. It was that experience that set the path of his academic career, devoted for the next 40 years to teaching, lecturing, and writing eight books and many articles about Vietnam, Laos and Cambodia. Always claiming that he was not an armchair academic, he thought, after WWII, that he would become a U.S. foreign service officer. But he turned to university teaching after getting his Ph.D. at the Institute of International Studies in Geneva in 1952. His desire to participate in U.S. policy was realized and maintained throughout his career, particularly on Asian issues. In 1964 and early 1965, he and his co-directors of the RAND project, presented the conclusions of their motivation and morale studies to General Westmoreland, the U.S. Embassy country team headed by Ambassador Taylor, and Vietnamese officials. In Washington, they briefed Assistant Secretary of Defense McNaughton and the head of the Vietnam Working Group at the State Department. The RAND teams conclusions paralleled the CIA assessment at the time—that the communists were getting stronger and the Saigon side, weaker, that the communists would win in 1965 unless there was a significant increase in U.S. forces. The RAND interviews made the point that the Viet Cong and North Vietnamese were organized, resilient and determined nationalists who, even if attacked by an escalated U.S. force, were not likely to be defeated. One member of McNaughtons staff, Harry Rowen, who was present at the briefing, remembers its powerful effect on the audience and said at the time, I think we e signed up for the wrong side. Two months later, in 1965, President Johnson sent to Danang the first American ground troops, escalating U.S. forces from that point onward. Ten years later, the Vietnam War was over, more than 58,000 U.S. troops had died since first entering Vietnam in 1956, and we had not won. During his teaching at the University of Pittsburgh in the Vietnam War protest years, Zasloff took a measured, analytical, historical view of the origin and nature of the conflict, maintaining the importance of nationalism in the communists motivation to keep fighting. From his 1952 Ph.D. thesis on British policy in Palestine to his last book in 1999, on the peace process in Cambodia, Zasloff followed his moral compass of looking for profound explanatory frameworks and ethical intentions in human behavior, especially at times of war. This was one of the gifts he gave his students in the U.S., Europe, and Asia over the 50-plus years of his teaching. Two of his Vietnamese students from his Fulbright service at the University of Saigon in 1959-60 brought his two wars and his long teaching career together. were searching his name in Google and found two sketches of him in the Library of Congress, dated 1944, by the architect Victor Lundy, who was one of his company mates. Zasloff and Lundy had last seen each other in the French village of Rodalbe, where their company of foot soldiers had been cut off from their regiment by German tanks. Zasloff and Lundy reconnected by phone last year, sharing reminiscences about the war and their lives afterward. This brought Zasloffs role as a citizen of the world full circle. Zasloff is survived by his wife, Tela Zasloff, author of Saigon Dreaming: Recollections of Indochina Days (St. Martins Press, 1990) and A Rescuers Story: Pastor Pierre Charles Toureille in Vichy France (University of Wisconsin Press, 2003), and his four daughters: Anne Zasloff, a reading specialist in Boston, Eva Zasloff, a teacher at Saint Anns School in Brooklyn, Beth Zasloff, author of Hold Fast to Dreams: A Counselor, His Students, and the Vision of a Life Beyond Poverty (The New Press, 2014), and Karen Zasloff, a puppeteer and recent Fulbright recipient to South Africa. |

Obituary: Patricia C. Zarvis, 83, formerly of Elm Street and Bradford Arms, Pittsfield [Mass.], died , 2, 2015, at Hillcrest Commons [in Pittsfield]. Born in Rutland, Vermont, on 9, 1932, the daughter of John and Lula Betts Chilos, she was a graduate of Rutland High School and Rutland Business School. An insurance agent by profession, Mrs. Zarvis was the owner-operator of Shire City Insurance in Pittsfield for twenty years, and had then employed by the Karam Insurance Agency. She was also an interpreter of Greek for the Massachusetts Trial Court. Mrs. Zarvis enjoyed international travel to Greece, France, and England. She was a very good candlepin bowler and also enjoyed fishing. Her grandchildren and family brought her greatest joy. Her husband, Nicholas J. Zarvis, died 16, 2011. Mrs. Zarvis is survived by a son, Thomas C. Zarvis, of Manchester Village, Vermont; a granddaughter, Margaret S. Zarvis, a grandson, Nicholas Zarvis; and a great granddaughter, Hera Tubbs. She was pre-deceased by a son, Christopher, who died May 3, 2011. FUNERAL NOTICE: A memorial service for Patricia C. Zarvis will be held , 8, at 1:00 p.m., at DERY FUNERAL HOME in Pittsfield.
