Obituary: C. W. Billy Settles, 68, of Victoria passed away , 2, 2014. He was born 14, 1946, in Waco to the late Theodore r and Ella Merle Morgan Settles. He was a self employed Civil Engineer and a member of First United Methodist Church.

Billy is survived by his wife, Jo Anne Hudson Settles of Victoria; his daughter, Peggy Settles Edge and husband, Bruce of Cedar Park; sons, Phillip Ray Settles and wife, Berenice of Fargo, North Dakota, and Preston Charles Settles and wife, Sarah of Victoria; sister, Merle Jean Hughes and husband, Avery of Streetman; sister-in-Law, Jane Settles of California; sister-in-law, Carol Hudson of Lakeway; grandchildren, Dillon Edge, Jacob Edge, Charlie Settles and Spencer Settles, and numerous nephews, nieces and cousins.

In addition to his parents he was preceded in death by a brother, Robert Morgan Settles.

The family will receive friends from 6:00 - 8:00 pm , 7, 2014, at First United Methodist Church.

Memorial services will be held at 10:00 am , 8, 2014, at First United Methodist Church.

Honorary pallbearers are members of his School class, the New Horizons class, and the Northside Rotary club members.

Billy grew up in Brownsville, Texas where he played football for the Brownsville High School Golden Eagles, graduating in 1964. He also played some football for Texas A&M University where he graduated with a Bachelor of Science degree in Civil Engineering in 1968. His love of A&M never faded as he traveled back to Kyle Field for home games for over 40 years. He married his high school sweetheart and best friend, Jo Anne, on 24, 1968. As they raised their family in Brownsville and Victoria, he and Jo Anne were active in their childrens sports activities, through booster clubs, coaching and refereeing; in their scout troops; in their academic endeavors; and served as youth sponsors at churches in both cities.

He valued integrity, honesty and excellence in his work life and in his community service. He was a member and officer of the Brownsville Downtown Lions Club and the Victoria Northside Rotary Club. In both, he worked diligently on their various projects to serve those who are hungry, infirm, impoverished, and have limited access to water, sanitation and education. He and his wife traveled many places in the world to implement projects for these needs, including to Amedebad, India to administer Polio drops to approximately 1500 children in one day.

Billy served Rotary International as the Northside Rotary club President in 1995, as the District Governor for South Texas in 2000, and chair of many district and Zone committees and training seminars. As one of only 70 worldwide, he received the highest accolade of RI, the Service Above Self Award recognizing his volunteer efforts around the world. He was a Paul Harris Fellow and Benefactor and Bequest Society to The Rotary Foundation.

As an active member of the business community of Victoria, he chaired or participated in many committees, including the City- Board and, for 19 years on the Building and Standards Commission. He served as the consulting engineer for the Port of Victoria - Victoria Navigation District from 1982 to his retirement in 2013.

Above all, he loved his family and friends and community service and will be missed by everyone.

Obituary: Warren W. Smokey Settlemeyer passed away 29, 2009. He was born 6, 1916 in Caldwell, TX to Joseph W. and Emma Settlemeyer, moved to Sabinal and later to San Antonio. Smokey was married to Settlemeyer for 62 years until her passing in 2005. He and were always involved to the fullest everywhere they lived. He was Past Master of Anchor Lodge #424, Worthy Patron of Radiant Chapter of the Eastern Star and was later involved in Alzafar Shrine. He was heavily involved in moving Prospect Hill Methodist Church and was a charter member of St. Johns UMC serving in many capacities of youth leadership, Boy Scout Leader, Methodist Men and all around get it done guy. He was also instrumental in the origination of Lakehills UMC. He served as President and coach of Woodlawn Little League; President of Jefferson High School Band Parents; President of Lakehills Volunteer Fire Department; and was involved in many other church and civic organizations. Smokey began as a strapping farm boy who worked stringing the first telephone lines along the Texas border, worked many jobs during the depression, and began working at Kelly Field in Communications in 1941 where he worked for 33 years until retiring in 1974. Originally hired to lead a crew to install base communications, he progressed to Planning and Programming for SAAMA and a network of communications linking strategic military installations throughout the country long before computers and modern technology. Friend, co-worker, fishin and huntin buddy to many; Son, Brother, Husband, Father, Grandfather, Great-grandfather and so many other relatives – always there for the family in any way possible, he will be fondly missed by all. Smokey is preceded in death by his parents, four brothers, and three sisters. He is survived by son, Joe and his wife, Betty; daughters, Betty Jean and her husband, Jim Goodpasture, Ruth and her husband, Greg Trimble; son, Miller and his wife, Janine; 5 grandsons, Josh Settlemeyer Allison, Christopher Trimble, Micah Goodpasture, Keaton Settlemeyer Tina, and Salem Settlemeyer; 2 granddaughters, Michaela Settlemeyer and Sarah Goodpasture.

Obituary: W. Settlemeyer, loving and caring Wife, Mother, and Grandmother, peacefully passed into the loving arms of her Lord 15, 2005. Family was her pride and joy, taking great delight in always wanting to know Âwhere have you been or Âwhere are you goingÂ? She always wanted to know about other places and even if she couldn go, she wanted to. She and her mother served their country as members of the Army Map Service during WWII where she helped develop formulas for converting aerial photography to usable contour maps. She taught math at Thomas Jefferson High School, her alma mater, for over 20 years; raising four children; serving as School teacher, Youth leader, member of WSCS/United Methodist Women, and always involved in church activities. Originally a member of Prospect Hill Methodist, she was a charter member of St. JohnÂs United Methodist Church; and was instrumental in establishing Lakehills Methodist Church. She was a graduate of Our Lady of the Lake University; Past Worthy Matron of Radiant Chapter of the Eastern Star; and Worthy Advisor to the San Antonio Assembly of Rainbow Girls. Survived by Warren W. ÂSmokey Settlemeyer, husband of 62 years; 2 sons Â- Joseph and wife Betty of Fair Oaks Ranch, TX and Miller and wife Janine of Plainfield, IL; daughters, Betty J. Obituary: Joseph Edmonde Settlemeyer, 67, passed away unexpectedly on 25, 2016 at his home in Kenedy, Texas. He was born on 24, 1949 in San Antonio, Texas to W.W. Smokey and Settlemeyer.

Joe grew up in San Antonio. He attended Fenwick Elementary School, Horace Mann Jr. High, and Jefferson High School in 1967. He graduated from Texas A&M University with a Bachelors degree in Building Construction. He later received his MBA from Webster University. He was a member of the Corps of Cadets, Ross Volunteers, was First Sargent of Squadron Five his junior year, and was Wing Staff his senior year. In his time off and during summer, he played baseball with the Klasing Oilers. He dearly loved the Maroon and White and, as a Fightin Texas Aggie, was an ardent supporter of the 12th Man and Aggie athletics.

Upon graduation, Joe received his commission as a Second Lieutenant Navigator flying C-130s out of CCK into Vietnam. During the final stages of the Vietnam War, he participated in Operation "Flight to Freedom," which was the first American prisoner exchange from Hanoi. Later he became an instructor for KC-135 and C-141 in-flight fueling aircraft in Wichita, Kansas. He served for seven years in the Air Force and was a proud veteran.
his years in the military, Joe worked for several large construction companies. He was the go-to person for completing difficult projects. He was invited to be project manager for the construction of the Colorado Tribute to Veterans in Denver, a special honor for this Vietnam veteran. He was project manager for the Texas Department of Criminal Justice, building large prisons across the State of Texas. homes, hospitals and specialty projects were his strong suit. He created Settlemeyer Management and Consulting, LLC serving as project manager and consultant to several companies. Above all, he loved being at his ranch, working with his cattle and managing his hay operation.

Joe was active with the Jefferson Class of 1967, looking forward to the 50th class reunion. He had just been elected as Texas A&M Class of 71 class agent. He was a member and contributor of the 12th Man Foundation. He was a committee member and contributor of the Junior Ag Mechanics program at San Antonio Stock Show and Rodeo. He had been an usher at the Majestic Theater for over 15 years. He belonged to various other professional organizations. His trips with the Traveling Aggies created immediate and lasting bonds. He loved staying connected with friends and family.

Joe is survived by son Joshua Settlemeyer (Allison), Magnolia; daughter Michaela Settlemeyer, Austin and Betty Scott Settlemeyer, Cotulla. Sisters, Betty Jean Goodpasture (Jim), Stephenville; Ruth Ann Trimble (Greg), Bulverde; brother Miller Settlemeyer (Janine), Plainfield, Illinois. He was loving PAWPAW to grandsons, Connor, Reid and Drew Settlemeyer. Nieces and nephews, Sarah and Micah Goodpasture, Christopher Trimble, Keaton and Salem Settlemeyer.

Visitation on , 29 from 5:00 to 9:00pm. services , 1, 3:00PM, at Sunset officiated by Pastor Dan Carter. Burial will follow at Sunset Memorial Park.
