Obituary: William Donald Primus, one of Morris s most influential civil rights and political trailblazers, died , 10, 2015 at St. Clares Hospital in Denville at 73 years old. The former Chairman and CEO of the Urban League of Morris , was a staunch advocate for fair and affordable housing, equal employment, civil rights, and access to higher education. A twenty-three year resident of Madison, Mr. Primus left an indelible mark on the Borough. In 1970, he became the first African American to become a member of the Madison Fire Department, where he proudly served as a volunteer for more than sixteen years. A decade later, Mr. Primus achieved yet another milestone when he became the first African American to be elected to the Boroughs Council - serving one term from 1980 until 1982. During his time on the Council, Mr. Primus assumed key roles as the Vice Chairman of the Board of and Commissioner/Chairman of Madisons Housing Authority. Under his leadership as Chairman of the Housing Authority, the Council implemented policies that paved the way for the development and eventual construction of Madisons first affordable public housing as well as the Rex Tucker Senior Housing Complex. A native of Hickory, North Carolina, Mr. Primus received his Bachelors Degree in Political Science & Sociology from Livingstone , Salisbury, NC, and his Masters Degree in City & Regional Planning and Design from Pratt Institute, Brooklyn, NY. In addition to his service to the people of Madison, Mr. Primus played a substantial role in the administration of former New York Governor Nelson Rockefeller, as well as four other New Jersey governors. In the Rockefeller Administration, he served as Director of Program Planning and Development within the Division of Human Rights. In New Jersey, Mr. Primus served the state in several capacities, including Deputy Executive Director of the Regional Planning Council (Essex, Morris, Sussex, Union, Warren Counties); Research and Land Use Planner with the Department of Community Affairs; and Chairman of the Governors Commission on Discrimination in Employment, Purchasing and Contracts. Outside of his government service, Mr. Primus was leading efforts to provide quality health care to some of the most vulnerable and underserved populations. For more than a decade, Mr. Primus served as the Senior Vice President of the Corporation of the Archdiocese of Newark. He was also the Associate Administrator at Interfaith Medical in Brooklyn, NY, and DC General Hospital in Washington, DC. In the latter part of his career, Mr. Primus returned to Morris to assume the reigns of the countys National Urban League affiliate, located in Morristown. As a result of his fourteen-year tenure as Chairman and CEO, Mr. Primus is widely credited with transforming the Urban League of Morris into one of the most active and influential community organizations in the region. He represented the League on more than ten boards and committees and was the chief architect of the re-emergence of Equal Opportunity Dinner, the primary fundraiser of the organization, which drew more than 300 participants annually. When he joined the organization, it had one full time employee and a budget of $95, 000. When he retired, Mr. Primus left a strong and vibrant Urban League of Morris with fourteen full time employees and a budget in excess of $1 million. Under Mr. Primus direction, the League established a robust youth program that included both educational and employment initiatives. He created the Summer Work and Youth School Outreach Programs, instituted an annual Historically Black and University (HBCU) tour for local students, was an influential supporter of the NJ Urban League Leadership Youth Summit, and Michelle Macchias groundbreaking Read and Rise Program. However, the crown jewels of his youth initiatives were the scholarship and intern programs. During Mr. Primus tenure, more than 90 academic scholarships were awarded by the Urban League of Morris . Moreover, he and his long-time friend, Congressman Rodney Frelinghuysen, created an internship program that sent students, hand-picked by the Urban League of Morris , to Washington to serve as interns in the Congressmans Capitol Hill office. This highly successful program is entering its fifteenth year of existence. Mr. Primus also was responsible for increasing the visibility and advocacy of the Urban League of Morris in the areas of housing and employment. In 2001, he took the Morris Fair Housing Council and transformed it into the Urban Leagues Fair Housing and Assistance Program, thereby unifying and ultimately strengthening the s efforts in addressing housing discrimination and promoting fair housing practices. The League was also an active participant in the NJ SHARES program as well as the Federal Weatherization Assistance Program. Under the Employment Training and Placement Program, Mr. Primus created and expanded existing initiatives that addressed a variety of employment and training needs facing minorities in the . Through these initiatives, hundreds of residents have been able to make the successful transition from being out of work to acquiring gainful employment. He was the recipient of numerous awards and honors, including the Urban League of Morris Presidents Award, Madison Jaycees Distinguished Man of the Year Award, Madison Housing Authoritys Distinguished Service Award, the Borough of Madisons Distinguished Public Servant Award, the Prosecutors Office of Morris Achievement Award, the YMCAs of New Jersey Minority Achiever Award, the Hope Chest Scholarship Foundation Citizen of the Year Award, Bethel A.M.E. Church Community Service Award, and the Boy Scouts of America Lifetime Achievement Award. Mr. Primus served on several boards, including Board Chairman for Partnership for Housing (Washington, DC), United Way Board of Directors, and the Newark Museum. Mr. Primus was inducted into the Livingstone Sports Hall of Fame in 2012. He was also a Ford Foundation Fellow and an Urban America Fellow, with the latter taking him across Europe and throughout Russia to study new town developments in the early 1970s. Mary was born 22, 1942 to the late William D. and Dorothy I. [Morrison] Primus in Hickory, NC. During her youth, she was a member of the Clinton Tabernacle A.M.E. Zion Church in Hickory.
