Obituary: Rita L. Pepino, 80, of Manchester passed away 14, 2005 after a long, courageous battle with cancer. Born in Manchester, NH on 13, 1924, she was the daughter of Edward and Lena (Morrison) LeClerc. Mrs. Pepino attended and was graduated from St. in Grammar School, Central High School (Class of 1942) and Hesser Business . A veteran of World War II, Mrs. Pepino served in the Navy as a Specialist, Second Class while stationed in Washington, D.C. Her name will be engraved on the citys new World War II memorial. On 22, 1946, while in the service, she wed Manchester native Leo P. Pepino, Jr. at the Anacostia Naval Base in Virginia. Mr. Pepino was also serving in the Navy at that time. Professionally, she worked for New England Telephone and Telegraph before and after joining the Navy during WWII. She went on to a career in accounting with Merrimaid Manufacturing , retiring after 30 years. An avid softball player, Mrs. Pepino started the Green Arrows Softball team in Manchester. She was also a member of many bowling leagues over the years. Mrs. Pepino was very active in many community and civic groups as well as political campaigns and causes. Among her favorite activities was coordinating the class reunions for the Central High School class of 1942. One of her more serious endeavors involved raising money for breast cancer research and supporting the New Hampshire Breast Cancer Coalition. Because of her efforts, New Hampshires legislature became the first in our nation to pass and present a resolution to President George W. Bush calling on him to make funding for breast cancer research a national priority. Other states have since followed suit. Mrs. Pepino was presented with numerous awards and certificates of appreciation from many local organizations. Known as Mrs. Republican to many in the political realm, Mrs. Pepino had an impressive collection of elephants and was tirelessly active in local, state, and national politics. In 1977, she helped reorganize the Manchester City Republican Committee and not only rose to serve as its Vice-Chairman and Chairman, she organized numerous successful fund raisers and other events. She also won the prestigious Bella Duperron Republican of the Year Award. Active in many elections, she worked for an impressive number of candidates at all levels of government, including her husbands many campaigns for city and state office, the campaigns of Manchester mayors Bob Shaw and Ray Wieczorek, and Alderman-at-Large Richard Girard. She also managed the office for the Congressional campaign of Larry Brady. On the state level, she received certificates of appreciation from the New Hampshire Republican Party for her dedicated efforts to elect Republicans at all levels of government. Former Hillsborough Sheriff Lou Durette even named her an honorary Deputy Sheriff for her efforts aiding the county. Nationally, she worked actively for the election of Ronald Reagan and was named a member of the Manchester White House Staff by former President George H.W. Bush. Above all, Mrs. Pepino was a crusader for clean government and a passionate believer in fair elections. In 1979, she blew the whistle on voter fraud, finding more than 1,300 registered voters in Manchesters Ward 4 who had moved out of the Ward, but were still registered to vote. Several hundred of them participated illegally in the 1979 election, leading to a Superior Court challenge of the hotly contested results. Her efforts caused her appointment to the Manchester Board of Registrars where she participated in efforts to cleanse Manchesters voter lists to prevent voter fraud. These efforts ultimately lead to the removal of Ward 5 Alderman Stephen Dolman from office as he actually resided in another neighborhood. Mrs. Pepino served for many years on the Board of Registrars, including a term as its chairman. She also served for many years as a poll worker at the Ward 4 polling place to ensure that elections were free and fair. When not working inside the polls, she could be seen campaigning for her husband Leo on the outside. Rita was a generous, loving and kind person. To know her was to like her. She touched the lives of countless numbers of people and had an amazing number of close and supportive friends as a result. She had a smile for everyone. She just loved life...and her many dogs, especially her Dobermans. An avid gardener, Mrs. Pepino loved to plant flowers. She is survived by her husband of nearly 59 years, Leo P. Pepino, Jr. of Manchester; one son, Leo E. Pepino of Goffstown; 2 grandchildren also of Goffstown; three sisters, Diane Gagne of Bedford, Marcelle Ameen of Manchester, and Pauline Provencher of Manchester; two brothers, Donald LeClerc of Manchester and Richard LeClerc of Concord; Her family was unselfishly supportive of Rita and her husband during her long battle with cancer. For that, she and her family were always grateful. A mass of Christian burial was celebrated on 19, 2005 in St. Joseph Cathedral. Burial followed in St. Joseph , Bedford. Obituary: Leo P. Pepino, Jr., 85, of Manchester passed away on 29, 2012 after a brief illness. Born in Manchester, NH on 1, 1927, he was the son of Leo and Mary (Connell) Pepino, Sr. Mr. Pepino was educated at St. Josephs and Mount Saint Marys schools and was graduated from Central High School. Following graduation, he enlisted in the United States Navy at the age of 17, where he served on the USS Midway, an aircraft carrier that saw duty in the North Atlantic, from 1945 to 1946. He also served in the Naval Reserve from 1958 to 1962. On 22, 1946, while in the service, he married another Manchester native Rita LeClerc at the Anacostia Naval Base in Virginia. Rita was also in the Navy at the time. Professionally, Pepino started RL Transportation, a trucking company, in 1949 with his wife. would own and operate the business until 1957. From 1958 to 1967, he owned and operated Esquire Motors. Pepino went into construction, joining the International Union of Operating Engineers. A job site accident suffered while working on the construction of the Hampshire Plaza Tower in downtown Manchester left him disabled. He also served twelve years as a bailiff for the Hillsborough Sheriffs Department, retiring from that post in 1996. Pepinos public political career began in the late 1970s with his first runs for office. In 1979, he defeated incumbent Ward 4 Alderman Bill Kelley in a stunning upset that rocked the Manchester political world. It was a hotly contested race that exposed serious issues with the citys voter checklists. He would hold that seat until being defeated in 1985 but would recapture the seat in 1991 from Ward 4 Alderman Daniel P. ONeil, who replaced him in 1985. Despite being defeated in his 1993 reelection bid, Pepino would remain active in city politics until his passing, including being elected in a citywide race to the 2003 Manchester City Charter Commission. On the state level, Pepino served 11 terms, spanning from the late 1980s to the present with only a one term interruption in service, as a State Representative from Ward 4. He was also a delegate to the New Hampshire Constitutional Convention in 1984. Pepinos legislative initiatives can be summed up in two words: Protective and determined. Pepino sought to protect the victims of gun crime by successfully offering legislation that severely punished the use of guns in the commission of crime, without infringing on the rights and abilities of law abiding to obtain firearms. He proposed legislation to protect the unborn from acts of violence against their mothers that caused their death. He proposed bills that protected police and other public safety officers from a variety of assaults and established health standards to govern them. He also successfully offered legislation to protect patients from infectious diseases obtained in hospitals. A fierce protector of veterans rights and benefits, Pepino frequently and successfully offered legislation to provide the assistance he believed they rightfully deserved. A strong advocate to protect children, he tirelessly worked to pass legislation that would identify the whereabouts of sex offenders and prevent them from living near schools, playgrounds and other places where children congregate. Pepino was also an ardent defender of Life and traditional marriage, offering several bills to protect and advance the cause of both. A patriot, Pepino offered several bills to protect The Flag from desecration and the governor just signed into law his bill requiring that the state purchase American flags made in the United States. It was Pepinos last bill adopted as law. Pepino was always persistent in his pursuits. Hed keep coming back until he got what he wanted, but was always willing to accept a better way. And, his ability to focus on issues enabled him to work with Republicans and Democrats alike in the legislature. (Hed been a member of both parties in his career.) As a result, he had an extraordinarily high percentage of bills he sponsored signed into law. Always loyal to his friends, he was an astute observer of what was happening at City Hall and the State House and a formidable presence respected in both. In addition to politics, Pepino was involved in numerous civic organizations and causes, including the Ancient Order of Hibernians, breast cancer awareness, and the construction of Manchesters recently built World War II Veterans Memorial, of which he was particularly proud. He was predeceased by his beloved wife of nearly 59 years, Rita. His surviving family members include his son Leo E. Pepino and his wife Diana (Hardy) Pepino; his two grandchildren, Anthony Leo Pepino and Emily Rose Pepino all of Goffstown; his sister, Mary Elizabeth Betty Gosselin of Manchester; many nephews, nieces, and cousins, and the rescued dog he so loved. Obituary: Robert R. Pepin, 75, of Manchester, died 7, 2004, at Catholic Medical , after a lengthy illness. Born in Manchester, 3, 1929, he was the son of Jules H. and Sarah (Lacombe) Pepin. He was a graduate of Sacred Heart Grammar School and West High School. He was a lifelong resident of Manchester. He was a staff sergeant in the US Air Force during the Korean War and was stationed in Germany. Mr. Pepin worked for First National Stores for several years. He later worked for Northeast Airlines and retired as a senior airline agent for Delta Airlines where he worked for 30 years. He was a longtime parishioner of Sacred Heart Church where he served as an usher for 40 years. In addition he served as treasurer of the Sacred Heart Bowling League for 27 years. Obituary: Alice M. Pepin, 88, of Manchester, died 7, 2010 at the Maple Leaf care facility. She was born in Manchester, on 1, 1922, and was the daughter of Jeffrey and Marie (Ouellette) Pepin. She was a lifelong member of St. Marie Parish. For many years Alice worked as a stitcher at the former M.K.M. retiring at 62 years of age. Alice lived on Kelly St, and later moved to the Varney Apartments. She was a member of the Sodality of St. Ann. In her spare time she enjoyed bingo, and playing cards. Alice will be remembered as a kind and thoughtful person, who always thought of others first. She will be missed. Family members include a niece and a nephew. A funeral Mass of Christian burial was celebrated at St. Marie Church, Notre Dame Ave on , 12, 2010. A committal service followed at Mt. Calvary Mausoleum. Memorial donations may be made to Monastery of the Precious Blood, 700 Bridge Street Manchester, NH 03103. |
