Obituary: E. Barre- Thomas ODre, 94, of E. Barre, NY passed away on , 18, 2014 at the VA Medical in Batavia. He was born in Albion, NY, the son of Thomas and Margaret ODre and has been a lifetime resident of this area. He was a US Army Veteran during WWII, serving in Germany and France, and helped run the ODre farm in E. Barre with his brother. He is survived by Nieces, Nephews, and Great Nieces and Nephews. He was predeceased by sisters, Mary Tokotch, Julia Foote, Goldie Barris, Elizabeth Hall, Margret ODre; and Brother Edward ODre. Obituary: Former Democratic North Shore City Councilman Jerome X. O'Donovan, 70, a decorated hero of the Vietnam War who was a gentlemanly and affable voice in the sometimes sharp-elbowed world of Staten Island politics, died at his Dongan Hills Colony home. "Jay O'Donovan, a true gentleman, was a warrior for Staten Island and for America," said U.S. Sen. Charles Schumer (D-N.Y.) "He served in Vietnam and never stopped serving the public as he pursued a long and accomplished career as a councilman and more." Mr. O'Donovan, known to one and all as "Jay," was elected to the Council in 1982. A lifelong Staten Islander, Mr. O'Donovan was born in Concord and grew up in Dongan Hills Colony. He lived in Arrochar after his marriage, and later moved back to Dongan Hills Colony. The first Vietnam veteran to be elected to the City Council, Mr. O'Donovan was a graduate of New Dorp High School, where he played football. He is a member of the high school's Hall of Fame and of the football team's Hall of Fame. He received a bachelor's degree in political science from Marshall University, and attended the University of Oklahoma Law School before attending the U.S. Marine Corps Officers' Candidate School in Quantico, Va. During his college years, he also worked as a lifeguard at Midland Beach. Mr. O'Donovan's career in public service began in 1974, when became assistant to then-Borough President Robert T. Connor. Mr. O'Donovan had also worked with the Island's Borough Board and community groups. He was also an assistant to Democratic Borough President Anthony Gaeta. In 1978, he became a staff analyst with the Department of Personnel, and a year later became an administrative staff analyst for Department of Transportation Commissioner Anthony Ameruso.? At DOT, Mr. O'Donovan was an assistant to Highway Commissioner Henry Fulton and a liaison to labor unions and the borough superintendents. COUNCIL CAREER But Mr. O'Donovan wanted to serve in elective office, and in 1982, he beat out three other candidates in a Democratic primary, and went on to win the general election for the North Shore seat. During his tenure, the Council was reconfigured under Speaker Peter Vallone, gaining new powers after the city Board of Estimate was eliminated in 1989. "You can't talk about Jay without having a smile on your face," Vallone said. "He always lit up a room." Vallone recalled how Mr. O'Donovan and then-GOP Councilwoman Susan Molinari provided the votes that helped make Vallone the Speaker in 1986. "Jay brought people together," Vallone said. "He had a way of making things work without acrimony." Vallone appointed Mr. O'Donovan chairman of the powerful Economic Development Committee, and made Mr. O'Donovan a member of his inner-circle steering committee. Retired GOP Judge John Fusco and Republican Alfred Cerullo III served with Mr. O'Donovan in the Council, where they were known as the "Tres Amigos" for working together. "Jay had a great sense of humor," said Fusco, now the Borough Hall counsel. "In tense situations, he'd come up with the typical Jay O'Donovan smile, and it would ease whatever tense moment there was." "Jay was more than a colleague," said Cerullo, who heads the Grand Central Partnership. "He was a partner and a friend. I can't think of a time where we didn't find common ground for the best interest of the entire borough." Mr. O'Donovan's legislation made the free fare on the Staten Island Ferry into law, and he worked to cut express bus fares, close the Fresh Kills landfill and bring millions in funding for new classrooms, school computers, arts and reading projects. He prodded the city Economic Development Corporation to find a tenant for the dormant Stapleton home port. FIGHTING OVERDEVELOPMENT Mr. O'Donovan called himself the "undisputed champion" in the fight to control overdevelopment, stopping dozens of projects where zoning rules were violated, and saving city-owned parcels from sale. His office provided funding to buy environmentally sensitive parcels, including Jones Woods and Chapin Woods, and he put in legislation to strengthen protections for sensitive areas such as the Special Hillside Preservation District and Staten Island's Natural Area District. Mr. O'Donovan also called for an overhaul of the Buildings Department here and creation of a "master" development plan for the borough. Thomas LaManna was a longtime friend and Mr. O'Donovan's chief of staff beginning in 1995. "I came to understand why he was beloved by so many," LaManna said. "His loyalty to individual constituents gave him a well deserved reputation as somebody who would absolutely fight for you." In addition to constituent service, Mr. O'Donovan focused on providing funds for non-profits, cultural and educational institutions, and programs for seniors and the disabled. "There are few people in the world like Jay," said former Staten Island Zoo leader Vincent Gatullo. "He was very generous, and very dedicated to the Island. He had no ego. We'll never know how much we'll miss him. He tried very hard to help people in need, and through all of it, he was always a gentleman." Mr. O'Donovan lavished funding on the Zoo and the African savannah wing of the Zoo is named after him. Mr. O'Donovan was in the Council under three mayors: The late Edward Koch, David Dinkins and Rudolph Giuliani. The O'Donovans were particularly close to Koch, who frequently invited the family to Gracie Mansion. "We were fond of him, and he was fond of us," said Mr. O'Donovan's wife of 38 years, the former Vita Cannavo.
