Obituary: ALLEN -- On , 7, 2011, the world lost a unique and caring soul when Ann B. Hallan, a longtime resident of the Metroplex, died in Allen. Service: 9:30 a.m. in Moore Chapel. Ann was born in Fort Worth on May 6, 1925, to Louise and Vaughn Brasington. She attended school locally and proved to be gifted in languages and theater, studying Latin and the arts. She progressed quickly through school, graduating early at the age of 16. She loved theater and was a talented singer and actress who performed with the Fort Worth Theatre Club. She also did clothing, shoe and hand modeling in her teenage years. World War II, she met the love of her life, a returning soldier by the name of Charles Hallan. were married in 1946 and had two children, Pamela Ann and J. Jeffrey Hallan. Soon, her practical nature and interest in serving others led her to business school, where she learned the skills necessary to secure a position with a predecessor agency of the U.S. Department of Housing and Urban Development. Early in her career she advanced through secretarial, clerical and technical levels. By the mid-1960s she was special assistant to the director of the Urban Renewal Division of HUDs Fort Worth regional office, which had a jurisdiction of eight states. In 1970 she began her management career as director of HUDs Administrative Division in the new Dallas area office, which had a jurisdiction of the northern half of Texas plus New Mexico. The Administrative Division served almost 600 employees in Dallas and its four subordinate field offices. She also served as the federal womens program coordinator for that office. During her 13 years in that Dallas position, she earned the respect of the top-level managers, who often gave her outstanding awards for the highest performance rating. HUD was in a constant state of change with reorganizations, expansion of staff and programs, and then reductions of staff and programs as political administrations came and went every four or eight years. Through it all, Mrs. Hallan was a professional and a trusted civil servant. Her accomplishments set an example for many, particularly women who were only just beginning to break through the glass ceiling into more senior management roles at the time. Another reorganization brought her back to the Fort Worth regional office in 1983, where she served as director of the Management and Budget Division until her retirement in 1989. Ann was not only a driven professional; she was also one of the most fun-loving and witty people you could ever hope to meet. Her love of the language gave her the ability to write and communicate beautifully with humor, charm and clarity. One of her favorite things was to write humorous poetry or rewrite the lyrics of popular songs to create satirical parody. Those poems and songs became keepsakes for many of her family and friends. Ann loved good food and socializing. She was known as a gourmet cook and regularly prepared lavish and meticulously prepared meals for her family and guests. She and her husband hosted many, many widely attended parties and events at their Arlington home. One of her great skills was her ability to cross generational barriers in social settings. She could talk to anyone and make them feel immediately comfortable. She would bring together people of all ages and backgrounds and everyone would get along and have a great time. Above all else, Ann believed her role as a wife and mother to be of utmost importance. She brought the same drive, intensity and focus from her professional life to her family responsibilities. Ann loved her children with the ferocity of a mother lion. Her family was more important to her than anything else in her life. She guided her children with a steady hand, protecting them when necessary, but allowing them the room to grow and experience life in a way that would give them the strength and knowledge to be productive and responsible adults. She led her children by example, demonstrating what could be accomplished with hard work, determination and an educated mind. Through her dedication to her husband, Charles, and their marriage of 48 years, Ann also demonstrated to her children and others the meaning of faithfulness, devotion and commitment. remained happily married until Charles death in 1995. In addition to her husband, Mrs. Hallan was preceded in death by her daughter, Pamela. Obituary: Vivette Hall-Foster was born on 19th 1962 the fifth child of her parents, mother Mrs. Esmine Hall and father Mr. Charles Hall who preceded her in death. In her early years Vivette attended Irons Mountain Primary School, in St. Ann Jamaica W.I. She was transferred to Claremont all age school also in the parish of St. Ann where she was awarded a scholarship to high school and attended Ferncourt High School where she graduated and received a high school Diploma in Year 1980. She left home to live in Kingston with her sister and her family desirous of furthering her education. She obtained a job working at the University of the West Indies in the Maintenance Department and she became much loved because of her unselfish nature. Vivette was very passionate about the welfare of others always seeking how to enhance others, always lending a helping hand, ensuring all was treated fairly and given an opportunity to improve one self. Vivette single handed set out to change the life circumstance of one of the employees who was an alcoholic in the process of losing his job. She obtained clothing have him shower in the employees bathroom she then took him to the place her could get treatment, the health clinic. She invested her time in ensuring he kept his weekly clinic visits and obtain sobriety. He is still presently employed there. There are many more acts of selflessness reported by all who was fortunate enough to have met her. While working at the University, Vivette often challenged university policies for promoting individuals especially coworkers who had lower labor grades. She challenged the University administration by questioning policies for promotion and was instrumental in helping coworkers receive their just rewards. While working at the university Vivette, she took advantage of the educational opportunities afforded employees, and earned a Bachelors and a Masters Degree. Vivette was married for over 20 years and have two beautiful children, Anthonio and Lorie-Ann. These children were her life, she set out to ensure that they were afforded the best education enrolling them into a private school which she had no doubt would provide a very good foundation to achieving what she envisioned a good education so that they would become all they desired to be. Vivette invested time in her children and also of others she was not selfish, any child she interfaced with was subjected to the same treatment not only did she encourage but would actively help with whatever was needed to further their educational opportunities. Vivette migrated to the United States in 2010 believing that her children would have the best opportunities to excel in whatever profession they chose. It was her dream and desire for them to have a university education setting the stage to become financial independent at this she succeeded. Anthonio received his Bachelors in engineering degree in year 2010 and Lorie-Ann followed suit and received her Bachelors in BioChemistry-PreMed in May, 2015 Vivette knew no stranger to know her is to love her she enjoyed life to the fullest and one could not be in her presence regardless of how brief a time and she did not make them laugh. She was that relative who was the glue for her family she would seek out and find all the lost ones never resting until we were reunited. Our mother have been heard to refer to her as Mamas Angel What I remember most about my sisters unselfishness was her reaching out to me to provide support, back in the late 1980s when I resided in Washington DC. During those years I endured many challenges. My sister wrote me letters of encouragement at least once per month. I read all her letters but didn respond, she came to visit me in early 1990s, and discovered the letters she wrote (which of course I had read) and with a chuckle said I know you got my letters but the fact that you did not respond did not discourage me from writing. I found a lot of comfort in those letters during those years, which I read over and over again. My sister was definitely put on this earth for a purpose of helping others; she unselfishly lived her life to help improve the lives of others. Vivette will never be forgotten and will no doubt live on in all of us who were fortunate to have known her. Vivette is one of the most unselfish person that I have ever known, and she will be surely missed by us all. When our father was called home in 1983 he gave us all these instructions,\ do not weep for me, just meet me at the banks of that beautiful river. We were taught be obedient so you are the first to go. Till we meet again. We make a living by what we get, we make a life by what we give Winston Churchill. Surviving grandchildren include Courtney Anne Matson of Hawaii; Alexandra Matson of Kenya; Michelle and Jeff Mell of Ft. Myers, FL; Todd Charles Simons of San Angelo, TX; Thad Marvin Scroggins of Los Angeles, CA; and Victoria Scroggins of New York, New York. Surviving great-grandchildren include Jordan Layne Mell and Ryder Hall Mell of Ft. Myers, FL. Zula is also survived by her beloved companion, her cat Boots. Zula came to San Angelo in 1935. Five years later, she met and married the love of her life, Marvin Hall, Jr. In 1943, Marvin and Zula became life-long members of First United Methodist Church and the Friendship Bible Class. Zula enjoyed reading, writing poetry, crocheting, and traveling to the familys cabin in Colorado. She was a dedicated community volunteer as well as a member of many local service and activity clubs. These included Santa Rita P. T. A., Girl Scouts, Keystone Tri-Hi-Y sponsor, San Angelo Civic Theater, Victory Study Club, Great Books Society, Poetry Society, Altrusa Club, Tom Green Historical Society, SACC Womens Golf Association, Sierra Club, San Angelo Symphony Guild, San Angelo Art Museum, Historic San Angelo, Inc., Daughters of the American Revolution, and the Symphony Guild Circle of Honor. Zula was devoted to her family and friends who loved her deeply in return and who will greatly miss her. Donations may be made to the Wesley Soup Kitchen or First United Methodist Church.
