Obituary: On 25, 2014, William ‘Bill’ Bell of Fairfax, VA passed away peacefully surrounded by family. Bill was born on 6, 1929 in Irvington, NJ. Beloved husband of Judith A. Bell for 36 years, he also leaves behind his daughters, Julia (Jon) Sweeney, Rebecca (Ryan) Link, and Samantha Mae Bell. He leaves 5 grandchildren, Alexa, Devon, James, Rachel, and Nick. He also leaves his nephews, Raymond Milefsky and Steve Milefsky. He is predeceased by his parents, William Bell and Ida Mae Bell, and his beloved son, Will. He is survived by many friends, former co-workers, and military comrades. Bill graduated from West Point in 1953 and was commissioned into the infantry. He attended Ranger and Airborne training and was assigned to Infantry units as a young company grade officer. Bill then attended Princeton University and obtained an advanced degree in 1960 in preparation to teach cadets at West Point’s Social Sciences Department. While at West Point, LTC Bell was a parachutist and a Jump Master, completing at least 114 jumps. He was fondly known as ‘Wilber the Jump Master.’ Following mid-career schooling at Fort Leavenworth, Kansas, Bill next served a tour in Germany, at the height of the Cold War, as US and NATO forces readied to respond to any incursion from the Soviet Union. Bill also served in Vietnam in the late 60’s, again serving during the most intense period of that long war. In Vietnam, LTC Bell was assigned to serve under Gen. Creighton W. Abrams Jr. and Col. Donald S. Marshall as an integral member of the Long Range Planning Task Group, A Program for the Pacification and Long Term Development of South Vietnam (PROVN). Returning home, Bill finished his military career in Washington at the Pentagon, serving in both the Joint Staff and Secretary of Defense’s office. Bill retired in 1973 as a Lieutenant Colonel, and his awards include the Bronze Star and Legion of Merit. Upon retirement, Bill joined BDM, later owned by Northrop Grumman Corporation. Bill worked for 30 years, displaying exemplary service and receiving a Balkan Service Medallion from then acting Director of the CIA, George Tenant. His contributions were quoted as being “an essential element of our understanding of the military situation in the Balkans.” Mr. Bell personally devised and maintained data files of the order of battle holdings of up to eight different armies. Mr. Bell’s contributions to the security of our nation were the cornerstone of his long and dedicated career. services will be held on , 2, 2014 at 7:30 PM at The Church of the Good Shepherd, 9350 Braddock Rd., Burke, Virginia. Obituary: William Eugene Bell, age 92, of Sterling, Virginia, died , May 30, 2014, at Falcons Landing in Sterling. He was born 20, 1921, in Oklahoma City, Oklahoma to Roy Eugene and Willie Vivien Quinn Bell. He served as a Captain, USPHS for 23 years as an environmental engineer in the PHS Commissioned Corps before retiring in 1971. A 1943 graduate of the Virginia Military Institute, he served as a field artillery officer in World War II, and later was assigned to intelligence work in the joint Intelligence Staff of the Joint Chiefs of Staff organization. the war, he transferred to the U. S. Public Service where he remained until retirement. Like many PHS officers during the 40s and 50s, he was assigned to the Institute of Interamerican Affairs, a predecessor organization of the Agency for International Development, and served 5 years in Mexico and Costa Rica designing and constructing small public water supply and sewage systems. He was later transferred to the s for Disease Control in Atlanta as a training officer in environmental sanitation. He spent the major portion of his career, however, in the field of water pollution control and had assignments at the Robert A. Taft Sanitary Engineering in Cincinnati and a number of staff assignments in the Washington headquarters office. His last assignment before retiring was in the Special Projects Branch of the Indian Service, another component of the Public Service. For 12 years after retiring from PHS, Capt. Bell worked for Montgomery , Maryland government as chief of the Division of Pollution Control, a regulatory agency which included air and water pollution, solid waste collection, noise control and storm water management. While there, he started the largest mandatory municipal newspaper recycling program in the country, and it has served as a model for other municipal governments. It has operated continuously since 1979 and is acknowledged as a uniquely successful program. Capt. Bell was a charter member of NAUS. He was preceded in death by his parents; and a brother, Roy Quinn Bell. Survivors include his wife, Betty Hays Bell; a son and daughter-in-law, Keith and Marina Bell of Ashville, North Carolina; a daughter and son-in-law, Caroline and Felix Rogers of Pleasant Ridge, Michigan; a sister and brother-in-law, Janice and Cleve Ferguson of Little Rock, Arkansas; six grandchildren; and two great-grandchildren. The graveside service will be at 3 p.m. on , 2, 2014, in Oakland in Russellville, with the Rev. James Hamilton officiating and under the direction of Shinn Service of Russellville. |
